Reading Borough Council (RBC) will review the premises licence of the After Dark Night Club on London Street, Reading this week, after complaints by local residents of loud music beyond licenced hours, alleged breaches of noise abatement notices, and concern from Thames Valley Police about drug use and violence on the premises.
The RBC environmental protection and nuisance team requested the licence review in March 2019, citing numerous complaints about loud noise since October 2017, when the club first came under the management of Mr Zahid Sardar Khan. The council issued a noise abatement notice in November 2017, but had since witnessed breaches on at least three occasions, each of which could lead to the prosecution of the licence holder.
RBC environmental protection said they had given the club given many warnings and recommendations, to no effect, and the council has asked the club for a noise report which has not been provided, which also breached the premises licence. Council officers say they no longer believe that imposing further conditions on the club would reduce its public nuisance because club management has shown itself unwilling to comply with existing conditions, and instead officers recommend revocation of the premises licence, or revocation of the music licence until work is done to reduce the noise nuisance.
Thames Valley Police (TVP) swabbed the premises for drugs in March 2018 and found traces of heroin and cocaine in the premises’ toilets, and in March 2019 TVP reported to RBC that the club was dependent on high-risk events that led to public disorder and nuisance. They said:
Unfortunately, it appears that the poor performance of the venue as a business is leading them to continue promoting ‘higher risk’ events which attract a demographic of customer with a propensity for extreme violence.
