Reading Borough Council (RBC) has put the old Whitley Library up for sale on the open market with agents Dunster & Morton, describing it as an ‘attractive listed building with potential for conversion to residential use’. Voluntary organisations can also put in a bid for the property through the third sector process. The deadline for all offers is 5pm on 19 December 2019.
The library is considered suitable for conversion to three one-bedroom flats and RBC has received favourable pre-application planning advice (181889/PRE) for this possibility. The letter accompanying the advice states:
Based on the information provided and the current circumstances at the site, the principle of the conversion of the locally listed building is likely to be acceptable, subject to suitable justification of the loss of the community use being demonstrated. Advice has been given in the accompanying report to give your scheme a better chance of having planning permission granted.

The old Whitley Library is a locally listed building at the junction of Northumberland Avenue and Cressingham Road. Whitley library itself moved to the South Reading Community Hub in June 2018 and since then the original building has been vacant.
RVA are holding a buildings meeting on 14 November 10.30am – 11.30am for voluntary sector groups who are interested in the third sector bidding process.
